MPI causes 10% retried events from Beam_Remnants

Description

When switching on MPI at 7 TeV, ~10% of the events are retried from the Beam_Remnants phase. This happens with both the cteq66 and cteq6l1 tunes.

I can't reproduce this with current trunk (r18978), the rate there is only 0.2%. Marking as fixed.
