FillHepMCEvent does not fill GenCrossSection

Description

The function SHERPA::FillHepMCEvent does not fill the HepMC::GenCrossSection. This function is used at least in the CMS interface and with the variations now it is needed that the privided HepMC event is as complete as can be.

Fixed with r28951 on rel-2-2-1, r28952 on rel-2-2-2 and r28953 on trunk.
