Namespace functions defined in Algebra_Interpreter

Description

The functions defined through Algebra_Interpreter.[HC] are not in the namespace ATOOLS. This causes conflicts when running Sherpa in larger frameworks like CMS who have the same functions (and accidently also not namespaced).
